I would say don't worry about it, its kinda like how a lot of girls will show each other pictures of hot guys. It doesn't mean he is being unfaithful, or planning on cheating on you. Its not that he definitely isn't cheating, thats just not a sign of it.

My girlfriend also says that it's normal, but personal boundaries differ from person to person and he should listen to you if you ask him to not follow them.

Basically, you have the right to ask him to not follow them, and if doesn't want to then its understandable if you want to break up, but the fact that he is following them is perfectly normal.

Tell him that it bothers you and explain to him how it makes you feel. This doesn't sound like normal, excusable behavior for someone in a relationship. You don't have to tolerate him actively choosing to ogle other women. That's gross and wrong.
