Why can't I lose that particular belly fat?

I dont get it... I have very few to not at all fat in my body and the only place I have a pretty strong layer is the six pack's lowest 2 abs. Im doing sprinting workouts 4-5 times per weeks along with gym workouts. My routine consists of 4 times per week abdominal exercises (not just crunches). My diet is very healthy! Not the healthiest cause I might eat 1 or 2 little sweets once every week. I dont get it! Is it these 2 sweets the problem? I can't get rid of it...
