The fastest I ever got was in 5:15. The way I did it was eating a proper diet, always stretching, including before the run, make sure i was hydrated but not bloated, and practice at keeping a quick pace. It also helps depending on the time of day, weather, and altitude.

You get motivated and go for it. Start training by running longer than a mile and doing sprints for as fast as possible for as long possible. This will increase your total endurance and speed.
I would say you probably just need to practice until you can do it. If you can running faster than the average person that will help a lot too
Its really not hard, you just pace yourself. Don't start off too fast because you won't be able to stay at the pace the whole time.
