Should I do ab workouts even though I’m fat, or should I lose some fat/weight first?

Should I start doing ab workouts even while I still have belly fat?
Can I also lose it while doing ab workouts?
Should I workout my abs when I have considerable belly fat?
Does the same go for the legs, as in, should I do workouts while I still have a little fat?

I usually do ab workouts when I do my legs as well on Mondays
But not sure if it's useless or not
