Other than telling you to go see a Dermatologist, that's all I can recommend because you didn't give us any sort of picture of what the rash looks like. It could be seborrheic dermatitis which affects the forehead and cheeks. The rash has plaques of dried skin that buildup. Exposure to heat from either an artificial heat source like from a heater in the car can make it worse. You have to use special facial cleanser that removes the dried patches of skin and calms the skin down. Seborrheic dermatitis is not caused from an allergy so going to see an allergist is a waste of time. There are plenty of OTC facial products for seborrheic dermatitis and they are sold at most drugstores. The thing is that you have to keep the treatment up and it doesn't necessarily work overnight. Go to an allergist and make sure you aren't reacting to an allergen and have your regular doctor run blood tests to make sure you aren't nutrient deficient or something. For now put on some sort of natural lotion like coconut lotion or whatever you find that works best for you. Eat lots of green leafy vegetables, cruciferious vegetables, and other healthy foods until you figure it out. Sometimes adding a food or taking out a food can help.

unless you have a skin disorder it sounds like you don't wash every day. nothing will help that but soap and water
