Is it possible to lose fat without also losing muscle?

It takes a lot of food to maintain the size of muscles, so if I'm dieting to lose weight, how can I prevent loss of my muscles along with it?

To be specific, my goal is an hourglass figure. But each time I start losing pounds to try to make my stomach flatter, I also start losing my thigh and butt muscles, even though I do strength training. Is there a way to prevent that from happening?
