Veggies and carbs don’t fill you up. You would have to be eating every 3 hours throughout the day to keep full. Reduced portion sizes means less food means more hungry
ideal thing is to eat less food but more often. while doing things in between to burn off the energy. since you body has less chance to store the weight.

that really depends on the amount you eat. but the typical human can go roughly 7-10 days without food. however I do not recommend that.could just eat healthy snacks in-between meals.
