Is HIIT safe and good enough for a skinny person?

If a person especially a guy is quite skinny but has some belly fat , is it safe and good idea for him to go for HIIT (High Intensity Interval Training)?
What else he can do to gain some muscle/bulk up and at the same time loose his slight belly protrusion?
HIIT is safe and good idea for him
