Why do people except women to weigh so little when it is unrealisticto what is actually healthy?

People would say that a woman who is 5'4 should weigh 115 lbs but realistic for me that is sickly on me. I have to weigh at least 125 lbs to look healthy and I actually weighed up to 145 lbs and still looked healthy. Telling me that they have to weigh so little makes woman feel insecure. The number on the scale does not matter as long as she looks healthy.
Why do people except women to weigh so little when it is unrealisticto what is actually healthy?
