I have been doing healthier lifestyle, but still struggle to lose weight?

I have been trying to lose some weight for the last 13 months. I have been doing workouts regularly, eating healthier food, more active, in general I have been practicing healthier lifestyle. The problem is, my weight doesn’t change much, I am still struggling with belly fat, saggy arms, and saddlebag on my thighs. And even sometimes if I want to eat my fav snack (roasted peanuts), my weight can be increasing up to 116 lbs, and it is really stressing for me. Is there any professional advice on my case?
by the way, I am
30 yo, 5”2’; 113lbs
Waist line : 24
Hip line : 35
I really want to be toned up and get rid off of the excess fat.
