Should I lose weight in my legs or just begin to gain muscle?

Lost weight in the past 4 years, 50 pounds to be exact.. would it be worth losing more in my legs? I always seem to carry weight there and in my chest but I just wanted to be sure maybe my next step should be muscle gains?
