It's because juice is an order of magnitude more expensive than soda, and soda is a HUGE profit center for any restaurant.
A 7-11 Big Gulp (32 oz) costs 7-11 about 22 cents, most of that being the cup and the ice. Most fast food places sell a 32oz soda for $1.69-$1.99. 32 oz of juice might cost the restaurant nearly $2, which means they're losing money.

Sodas are much more addictive and customers buy larger quantities of them, plus the main reason is that the wholesale costs of the liquids are vastly in favor of soda, despite them being totally toxic for your body.
This reminds me of that Friday the 13th episode of Sabrina the Teenage Witch!
I know that they've done that, but they don't have anything like that around here. It'd be cool, but I don't use public water fountains no matter what is in them.
