This guy just stares back with a blank stare - anyone have any reasons why?

I'm really into this one guy that I see around campus but we've never spoken. We always, always make eye contact and one time through the reflection I saw that he was staring at me (he didn't realize I could see him) and when I turned to catch him looking - he quickly turned away.

One day I was feeling confident and wanted to be friendly so I gave him a smile during eye contact and he just kept staring! No smile - just a blank stare. Since then he has stared at me but I have never smiled - that was just awkward and I feel silly! Why did he not smile back? Help!

Very good answers so far - but I humbly disagree with one thing from kitty; he shouldn't be the first one to approach,in fact I'm 99% sure he won't as he seems to be deadly shy, and I should know because I'm like that too (but I'm trying to work on it) and I would rather shoot myself in the balls than be the first to approach a girl I like

i think he must be shocked that you caught him staring and was shy at the same time , probably he doesn't know how to react with the one he likes. from the hints you have given, I guess he's attracted to u! all in all, lets see what he'll do in order to get u!
