I don't think that's really possible. The brain can alternate between objects of attention, but cannot simultaneously attend to two very different activities. People are likely confusing having music on in the background, when really their focus is on that which they are reading.

Nah, I end up concentrating more on one than the other or I'm somewhere in between; not really enjoying the music but hearing it and not really absorbing the text but reading it.
Only if there's no singing in the music. I can't help paying attention to lyrics, so it's hard to immerse myself in the book when there's something else tugging at my attention.
But instrumental music is easier not to focus on, so sometimes I'll have that in the background.
