Basically the toilet was flushing fine and now it's constantly running if that makes sense. As in the water in the toilet keeps running as if it's being flushed. Because of this the water can't fill up aka can't flush so how do I stop that running in the toilet bowl

Take the lid off of the tank and look down in the bottom of the tank. You should see a flapper valve there. They are usually made of black synthetic rubber.
Your problem is that the flapper valve is failing to fully seat. This is permitting water to continuously leave the tank and go into the bowl. Since the tank never fills back up, the float valve at the top of the assembly never closes. This is why water is continuing to flow into the tank.
Reasons for the flapper valve to not seat:
The chain going to the flushing handle has gotten tangled or caught on other internal parts of the toilet.
There may be a bit of debris lodged in the valve seat.
On of the two arms on which the flapper valve pivots may have become detached from the valve assembly.
Do what you need to do to make the flapper valve fully seat.
