How constructive is it for you to hate your boobs? Who does it help? Does it make them grow? No. Okay, so who does it hurt? Well, you. You are wasting negative energy on something that won't change and you are only hurting yourself in doing so. Which is entirely pointless. You don't have to immediately start loving your breasts but why not just agree to stop being so harsh about them. Stop hating them. Leave them alone. Maybe even defend them!
As for your boyfriend, accept that his opinion is his opinion, it's not your opinion. You are biased against yourself, he is not. Besides which, we all have different tastes. Not only that but some of us have wide ranging tastes anyway, we appreciate variety. If every girl had big tits then big tits wouldn't even be a thing. Variety is a good thing, it makes life interesting and surprising.
You're allowed to like what you like. But if you're imagining all guys like large boobs you're just wrong. The most popular size is medium. About 40% of guys like medium best. Then about 30% each prefer large and small.

I don't have boobs up to my chin either which used to bother me but I learned to accept it. Focus on your positive traits and highlight them. You have a great butt and legs? Work out to make them look even better and dress to show them off. If you don't feel feminine with the size of your chest, fake it. There are dudes out there that can fake having cleavage. If they can do it, so can you.
I don't have double D's but it has never hindered me. Guys are still attracted to me, they still approach me, I still got signed by a modelling agency. I'm not saying this to boast, I'm saying this to show you that there's a lot more to attraction than the size of your chest.
Do squats for your butt and other exercises that will make it big, as for boobs, there's foods to eat like onions and tomatoes that are said to help make them bigger. Also try sleeping without a bra overnight, I heard that works to help make boobs grow. Lastly, appreciate and learn to love your body for the way it is and to not even have to depend on hearing how it looks good or not from anyone else
I know how you feel. I remember being your age and hating my small boobs. But seriously, when you get a little older, you will learn to love them, trust me. You can wear so many cute tops that bustier girls cannot!
