If you claim you are from an ethnicity, is it necessary to be able to speak in the language of that ethnicity?

I am Italian from Anatolia. Since I was not born in Italy and my parents cannot speak in Italian, I also cannot speak in Italian. I currently live in US and some people find weird that I cannot speak in Italian although my ethnicity is Italian. If you claim you are from an ethnicity, is it necessary to be able to speak in the language of that ethnicity? I don't think so because in that case I can claim to be ethnically English since I can speak their language.
