Scientists estimate it could be possible for solar systems to exist with 3 planets, maybe more simultaneously harbouring intelligent life. Thoughts?

So if you think of the immense number of solar systems in our universe and the diversity of star and planet sizes and types, it is possible that there is also an enormous number of solar systems with not just one but probably up to 3 planets in a row which are in the "Goldilocks zone" (the area near a star capable of harbouring life as we know it). This zone is different sizes depending on the energy output of a star. Not to mention moons which could potentially also harbour life. So it is highly likely that at least one of these solar systems could have 3 or more planets and moons simultaneously harbouring intelligent life.

Here on planet earth we have tyrannical governments using nuclear weapons as bargaining power over the other governments. Ours can shoot from one country to another.
These 3 planetary or more systems of planets with intelligent life could have triple planetary economies and weapons capable of wiping out entire other planets. Their arms races and communication infrastructure must be astounding.
