I haven’t been there in years, and I’m a little confused as to what constitutes LA proper. I get that the Valley is it’s own thing I want to say a couple spots like Inglewood are their own cities, Compton too, but other than that, I always thought of basically Hollywood all the way south til probably almost Long Beach, and I think right before that is Carson and I want to say Studio City, but definitely don’t take directions from me, lmao. But yeah, I always considered LA proper to be everything south of the hills behind Hollywood down to wherever the southern city limits end, plus everything toward the coast, Venice, Marina del Rey, but I think Santa Monica is it’s own thing. The farthest east I’ve been is Downey so I can’t speak on that border as well. But anyway, point is, I think my understanding is that LA city is still pretty big, but then there’s also the Valley that’s part of the county, plus a few other towns. Are considering LA proper as JUST downtown LA? Like where the tall buildings are, and that’s it? Because I think even without the Valley, LA city is like 4 million people.

There's no real significant division between the actual city of Los Angeles and the many suburbs around it - the entire LA area is like one massive suburb, only divided by some foothills that create a few large valleys, and when people talk about "LA" they almost always mean the entire area, not just the city limits.
The Greater Los Angeles area has about 19 million people.
Greater Los Angeles is considered a megacity with approximately 18,710,563 people. It’s the second largest city in the USA. That said, the population in LA are declining in recent years as people and companies have started to move elsewhere due to bad governing by the state and local authorities.
