Starting to run competitively at 18?

Is that too late? I haven't done sports for 10 years, but before that I was really good. I've always been very good at running, though I'm best at short distance / speed. Will I be able to train myself into being good at 10-20 km instead? Or is your genetics that determine what you're good at?

Please no "it's never too late to start running". I just want some honest opinions on, if it's too late to take up running at 18 (10-20 km) and then, when I'm maybe 23-30, run competitively and actually have a chance to win. (Not talking Olympics here though...)
