I did that long ago. I'd put my hood up for privacy & focus 'til I got hot. The others understood and did it too. So, when I saw another gym member put up their hood, I got it that she or he intended to mind their own business and didn't want to be disturbed.
I personally wouldn't do it, because I don't like to be hot while I'm working out. But I have seen people wearing clothes like that at the gym, so it's not strange. You would fit right in.
The one in the picture makes perfect sense since it's just a crop top that happens to have a hood. An actual sweater, though, sounds like it would be very uncomfortable to wear when working out.
I do that occasionally at my gym in winter till I warm up. They also shut the heat off in my gym in winter when nobody is there though so it’s sometimes in the low 50s when I arrive.

It’s not abnormal, in fact it is the opposite being completely normal. Hoodies are literally even called sweatshirts. They’re meant for working out, keeping you warm, and sweating in, the whole point of the gym. A full hoodie also covers your back giving you a barrier between your skin and the benches and sweat of other people, that prevents ringworm.
I wouldn't judge someone who did it (I don't really pay attention to others at the gym), but I'd worry that they'd feel too hot
I wear track pants and a windbreaker to the gym lol, it's fine
