If there is plenty of natural light from all angles, it is unneeded. Otherwise, it helps the picture.
It seems like in general though, most people prefer no flash anywhere.
Some of the newer cameras, including those in phones, have the capability to get fairly good pictures in very low light. The person gets used to the pictures that turn out and don't realize they would be better with correct lighting.It used to be that without flash, a lot of the picture would just be dark and people realized a flash was needed. But now, they think because they can see that part of the picture that no extra lighting is needed. But people who take a lot of pictures and care about how they turn out will use flash when needed.

Out of curiosity, do you think flash is needed under a building's florescent lights?
If there is enough refection from things around the subject, then usually no. But depending on shadows on the subject, it may be helpful to use it as a "fill flash".
