How do you know someone likes you but is scared of getting hurt?

They show all the signs of interest. But just stop short of making a move.
Like me for example i just don't make a move anymore. And women on here get mad when i say that (not sure why). I always tell them. I've been rejected by EVERY woman i've asked out. Not 1, not 2, everyone! And i can handle the rejection. Not everyone is your cup of tea i get that. It's the fact that i've NEVER gotten yes!
I have no reason to put forth the effort anymore :)
