Fact. Anyone (male or female) can say anything to anyone about anything without having or developing any kinds of feelings. But even then, when someone says "make love to" or "making love", they are usually trying to sound warm, or smooth, or maybe just trying to use the term as a replacement for cruder expressions, such as "bang" "hit" "fuck / fucking" or whatever else.
The other part about him wanting to cuddle could be that he's a cuddler. Some guys are.
Anyway all of it combined though, says he either fell in love with you way too fast, just thinks he did, or he thinks he's some kind of smooth operator. Still, no matter what the case, I wouldn't take this TOO seriously.
If he starts sounding serious though, and it's been less than say... I don't know.. Let's say six months, then yeah he's getting a little too attached. In that case you may wanna consider cooling him off, or maybe even dumping him. It's not usually a good sign. It CAN be, it IS possible, just not probable.
