A lot of guys do. It's partly because we're visual, at to that the physical contact and yeah, it's going to happen. And in your case, he's 14 so already really horny likely. It's probably just him going through puberty. Once he's gone through that and gotten older it should be easier to control, but right now I think he's at that age where he can't help it.
