  • An erect penis is like a balloon that is being inflated that also happens to have a small leak in it.   • Guys have pelvic muscle control so they can move it if they want. Sometimes it's a bit like flexing their muscles and it can be involuntary muscle spasm/muscle tightening from different sensations that make it move. When those move, there will be movement of the base of the penis. Since the penis is hard, those movements cause the whole penis to move.
