It's called fan service and it's not present in all animes. Psycho-pass, death note, tokyo ghoul, samurai x, katanagatari, do not have fan service. In the other hand, animes like Fairy Tail, Naruto, Strike the blood do have fan service and the reason behind it it's to appeal teen guys or young adults mostly. It doesn't mean those anime are for guys though.

Most anime is centered for guys since it's their biggest viewer source. There is plenty of anime made for women as well, so maybe those don't bother as much to portray the girls in such a way.
