I'm a guy & I extremely wonder that why don't girls wear panties under dresses/skirts. Yesterday I went to a night party at my friend's house. Second, I don't know where you're from, but I've never met any girl who would wear a dress or skirt without underwear. Maybe pants, not not a completely open bottom skirt or dress.
