I think it depends on what kind of a person you are and what kind of a person he is.
Many times it happens that ti's a mutual thing, but that doesn't mean he's thinking anything serious about it nor that you are thinking about it seriously...
More rarely it happens that one party is so into the other that they create this tension all on their own and only they feel it.
My advice here is to start talking to him, see what's up and ask him out if you see he's reciprocating your vibes. =)

I think it's 50/50. Sometimes it can be one-sided and other times it can be mutual. If you feel like he's giving you the same vibes, then it's probably mutual.
I had a "sexual tension buddy" in school. We got that nickname, from our English teacher.. who said it in front of the class. It was a funny/embarrassing lesson. I got sexual tension vibes from him and he's fancied me for years and I probably was flirty with him, unintentionally. When in doubt, it's one-sided. I'd say it's relatively rare for someone to be attracted to someone who is also attracted to him/her. Think about all the people you've ever been attracted to.
Now what percentage of those people are also attracted to you? Not a very high percentage, probably. It's just mathematics.

Unfortunately romantic/sexual chemistry is not always mutual sometimes you could want it so much you may imagine it. How can you tell the difference like all crushes talk to him to find out if attraction is mutual. That is the only way you will find out.

It could be a mutual thing just as easily - If your feelings won't deepen then just enjoy it - Everyone has felt like that at some stage - If you do nothing about it, what harm - I worked with a girl for years and I thought she was one of the sexiest women I ever met but I never crushed on her but I definitely appreciated her sexual presence and she knew she had it which made her more sexy so we both gained from any interaction.
