Question for girls with small breasts: Nipple slip?

I have a question for you girls. My girlfriend has small breast. A cups I belive, although she has some B cup bras as well. What happens is that when she wears a bra and a loose fitting low cut shirt for example, her nipple will be showing if she bends down or even through the top depending on what she's doing. You can pretty much see the whole thing. Like her bra only holds the bottom of her breast then separates outward instead of enveloping it. My question is: Is this normal for girls with smaller breasts? Or is it simply because her bras are ill fitted? Is there a solution?

It's probably only the B-cup bra's it happens in. My friend Avery is an A-cup, but wears B-cup bra's just to make her boobs look bigger (which never works) and whenever she moves her harms in a way that makes her shirt reveal her chest I end up getting an eye full of pink puffy pepperoni nips. I keep trying to tell her to wear a bra her size but she won't listen. u3u

I was thinking about it while reading the other answers and thought the same thing. Her breasts are not that small as to not fill A cups I would think. The problem solver in me wants to investigate. But I don't think I'll get much luck convincing her either...
