No, I don't think so. Despite some guys claiming that Asian men have small penises and black guys have very big ones, there is no biological or evolutionary reason/argument that could possibly explain this.
Also, most studies that have ever been conducted on this topic are actually questionnaires. For example the world-famous Kinsey-Report is just a questionnaire. Professor Kinsey didn't take his test subjects' dicks into his own hands and measure them himself. He simply asked the guys how big their penis is. Obviously, this won't give you very accurate results.
Most likely, penis size is more or less the same everywhere in the world. Some guys simply have bigger dicks and others have smaller ones.
See, my roommate in college was black, and his dick was huge. I know this because we tag-teamed this chick one time and he couldn't even fit it in her mouth, so we had to swap... :D

You only recall the fact that he had a big penis because it fits nicely into the statistically wrong belief that you've already held previously to that experience that black guys have big dicks. Had your friend a normal-sized or small penis, you probably wouldn't remember his size because it would go against what you believe. In order to make an assertion that is statistically accurate, you'd have to look at a few thousand black dicks, not just one. Your anecdote is like me saying "My white friend has green eyes. Thus, all white people have green eyes."

There are places in the world where the people are darker, lighter, hairier then others, and I'm sure there are areas where the general population do have smaller penises.

The reason why you have to take them with a grain of salt is beacuse many of those statistics comes from unreliable and often plain faulty reporting. Also some countries did actual measurements while others did questionaires (and we all know that guys tend to round their size upwards)

I'm Korean and a little over 6 inches some girls have said I am big others didn't even mention it at all. I think for a Korean I'm just a little above average.
Koreans in the past were extremely poor leading to malnourishment, hunger, etc. Generically, Koreans are around the average sizes. So these studies are most likely outdated or biased to an extent. The poor conditions are mainly the reasons behind smaller Koreans in the pre-21th century, nowadays most Koreans should be around average in size. Personally speaking as a Korean who was born in the 21st century in Australia my penis is definitely not that small.
I am a Korean American and have tested myself many times and have always wondered my difference between flaccid stretched and natural erection length.
Normal erection, I am about 5.5 inches.
A few dozen times when I am super horny and/or the girl is super hot, my penis has grown to 6 inches.
But for some strange reason, when I stretch my flaccid penis, it's only a max of about 4 inches when stretching kinda hard.
I have also seen many, not tons, of other Koreans and Korean-Americans with larger penises than me. (Sauna and changing rooms)
Not sure why natural erection is about 2 inches longer than stretched flaccid, but I think this research is flawed.
