I've always thought you shouldn't rub it directly but once I did it by chance and I was ready to apologize with my boyfriend but instead he moaned and asked me to keep on doing it. It depends if the guy is circumcised or not and whether he's used to that sort of stimulation.

Many women find that their clitoris (technically the clitoral glans) is so sensitive that touching it directly touching it feels painful so they prefer to touch it through the hood (the clitoral prepuce). The hood protects the clitoris in a warm, wet environment which maintains it exquisite sensitivity and also serves as a soft interface between finger and clitoris which lessens the intensity of touch.

Well the foreskin serves a similar function in men. It protects and covers the glans and that warm, wet environment keeps it sensitive. For an uncircumcised guy, direct touch to the glans can be painful too, like touching your eyeball. I was that way when I was younger. Over time I managed to train my body to accept the feeling of direct touch to the glans by leaving it exposed and gradually touching it more and more became less and less intense.

At first the sensation must be painful but the body has a way of getting used to it. For a guy who was circumcised at birth (as most American males are), they will be adjusted to their situation and used to direct touch. If a guy is uncircumcised, you might want to be a bit more careful with it until you know what he likes so treat it like a clitoris, use the foreskin and don't touch it with a dry finger.

No its not that common what your doing is slightly rubbing the frenulum. The most sensitive part of the penis head. The very front of the head as it comes up to the pee hole. This area is nearly as sensitive as your clit.
