I'd say that picture is at least medium bondage. Light bondage is stuff like being cuffed, or tied to a bed or something, and heavy bondage would be things like full suspensions and predicament bondage.
That being said, I definitely enjoy bondage of all kinds. Anything that impairs movement in some way is pretty fun, and I often get tied even while fully dressed (or just without a bra, if there's a chest harness involved).

Yes it is. - no leather ankle or wrist restraints - no chains. - no manacles. - no iron restraints. - no spreader bars - no weights - uses a chair instead of specialized bondage furniture. - the woman is restrained but not placed in a stress position - no clamps of any kind are used either of a general purpose design, a sex toy design or a BDSM specific build - the rope isn't used in a sexually stimulating way, her breasts are not bound, and she is not experiencing the pressure of a crotch rope - she's not even wearing a collar This is pretty vanilla as bondage goes.
