Issue 1: Is this a picture he has asked for, or a surprise? I wouldn't send something unless he asks or you know for sure in some way that he would want you to send that. Otherwise its kind of - I don't know - awkward, at best.
Issue 2: How under 18 is under 18, are you considered a child under the laws where you live because if so it probably isn't worth it for either of you because of the trouble it could cause.
Issue 3: So he wants you to send it and you aren't at any risk of it being considered child pornography or you just aren't concerned about either of those things. Yes. His friends will all see it. He's not trying to humiliate you, he's bragging. No matter what kind of intimacy you feel you two have he will most likely show his friends just to prove that someone would really send him a naked picture, and that that someone was really attractive. If you're not really okay with that I just wouldn't do it.

Sorry to be horrible, but there is nothing clever about sending naked or half naked pictures to guys. You never want to put yourself in position, of get humiliated.
