For one thing, I'm not sure if you COULD have sex in wet concrete. Concrete starts setting up pretty fast. When pouring concrete you have to work very fast. You have to be ready for the concrete truck and know exactly what you are doing, and in what order. You almost have to get psyched up. You know that when the concrete starts pouring you are committed. You will be going fast and hard until it's done, no matter how bad your muscles are hurting. There is no time to be screwing around.

Even if you could do it, I wouldn't want that cement on my skin any more than necessary. When concrete sets, it's not simply drying, it's a chemical reaction taking place. You don't want to be part of that reaction. It's also exothermic, meaning it could burn you. Not to mention that it's highly abrasive.
