Boyfriend keeps looking at my boobs?

I have been in a relationship with him since the last 1 year and I ve noticed he has this habit of looking at my boobs , chest or waist whenever I wear clothes which show skin around those areas. Whenever I catch him staring he quickly looks away but its been more than a year and he still does it.
He's the type to get aroused within seconds if I wear something cute or short and then starts looking all over the exposed parts. I can't even look into his eyes that time. They are so hypontic and his stare is so penetrating that I can't look into them. He makes me feel naked and if this happens in public, it gets a bit comfortable.
Why is he doing this?

If 'Not,' then This could Explain his Behavior and if So, then Joe is most likley just 'Aroused' at any given moment at what you have, which is a good thing because at Least he is still Attracted to you.
Should he Begin a new Begine of looking the other way, then that is when you have problems.
However, perhaps to make things a bit more Comfy for you, wear something less Lip Licking when you are both in one another's company.
More food for Though, maybe too, he is feeling that other guys are looking and he may be feeling inside abit Uneasy Himself... Uncomfortable, tha is.

because he likes your body and he is likely assuming that since it has been a year of him doing this and you've never said anything it is okay. I wouldn't mind, rather I like when my boyfriend does this

Really? It's a biological responce to nudity. If you don't like it don't show nudity. He cannot help his biological responce. Women have been taking advantage of this for so long apparentlly you don't even understand that low cut tops and booty shorts affect us. Either get comfortable with stares or cover up a little.
