For the most part, it doesn't matter. I mean, boobs are kinda great. But they are not everything. Not even close. So I'd say that most of the time, it shouldn't be a turn-off for guys because we have so many other things that we look for in girls.
(And if it is a turn-off of a guy, he's likely fairly shallow)

There are almost no completely flat women older than puberty. Usually the ones that are, are very athletic. In any case, I have seen many very beautiful women who are flat or almost flat. Their bodies look very good with their boob size and lots of men are very attracted to them. It is not a problem.
