Go somewhere remote/preferably when it's dark if you're gonna do it in a car. My boyfriend and I do it sometimes in a Mini so it can kinda be uncomfortable but it can work. Just recline the seats and go for it.
I'm sure you could find a cheap hotel somewhere but that probably won't be a good solution every time you get horny.
If you're at a house party and you don't mind being 'that couple' have sex upstairs. If you go to the woods or a beach, field etc where no one goes, and you take a 'picnic' (or at least use that as an excuse).
Go camping, go at it in a tent if you can make it work (I've done it comfortably in a one man tent before so you'll be fine)
Car. Change-room if you both make sure to play it smart. Bathrooms/empty classrooms on campus if you guys head there after hours, or when most classes are done for the day. Places such as a 'lookout tower' at hikes/trails outside..
A car, a cheap hotel, in a field. You know your area better than I do. I had plenty of underage sex when I lived with my parents, you have to learn to be rapid about it and creative with where you do it.

I'd steer clear of the public places the first few times, it's rough enough the first few times with the pressure of getting to know what another person likes sexually, without adding being worried about being walked in on or having to be quiet and all that. Pool your funds or one of you spring for a hotel room for a night, it's private, lockable, and if you enjoy yourself you can move on to public places if you really want (or just remove the do not disturb sign on the door if you find the idea of someone walking in exciting)

A motel? Not a fancy high end hotel a low rate motel though. Any motel 6 or something like that around?

This will be your most frustrating and fun situations to be in. Get creative maybe a fancy hotel pool, car is classic, office, hiking trail, roof of the house, snowboarding down a mountain, movie theater, bathrooms, and many more to pick from.
I'm thinking of a hotel or B&B but don't want to spend so much... car is good but not enough room! Cinema would be fun to try! I was thinking of in a field or abandoned buildings but risky of dog walkers lol

My only idea that I can think of would be pure luck and a lot of patience. Wait until one of the houses are empty. Your parents or his parents are out grocery shopping, vacation, work, restaurant, etc.
