He just wanna make sure to be prepared for when you tell him you are ready, he doesn't want something like "I'm in the mood" and he has no comdon, so you say, "meh, maybe another time", besides, telling you he is carrying a comdon is kinda telling you he is waiting for you to be ready.
Here is the part where you have to judge his character. How is he around other girls? Does he flirt with other girls? Does he check ouy other girls more than the average Joe?
My first thought would be that it's there in case he gets the chance with another girl.
Scenario two is that it's there in case you're both ever ready to do it, he's prepared.
Scenario three is that he wants his friends to see it so they'll think he's some stud.
i think its nice that he wants to be prepared, it looks like you get hot and heavy.. it shows that he really wants you but 16 is quite a young age to loose it, just tell him that you're not ready and maybe do somwrhing else to relive the sexual tension.. if you really like him and he likes you back.
That's the worst place to keep a condom by the way, don't use that one! They come in a box for a reason.
It seems to me that he wants to make clear that HE IS ready or maybe wants to flaunt it to others.

He is just saying he is ready for sex and is being responsible and prepared for it. Some girls become a bit more comfortable with the idea and may allow it happen once they know for sure he has protection. I'm sure he is just hoping.

My opinion: a wallet is a bad place to keep condoms. They get wrinkled and fragile. Start having one (or a few) in your handbag and use that one the day you jump the jump.
