From what I understand, it is hard to find shorts for women that have much length to them,. Short shorts are what stores sell. The fashion industry dictates trends.
And yet no one is forcing women to buy these shorts and fashions that are being sold. They're buying them willingly and then complaining about it after the fact to play the victim card. Blaming the fashion industry and trends is a cop out. There are plenty of women's shorts out there where ass cheeks aren't hanging out. I have a nice pair of light weight Nike shorts made for ventilation and quick dry but they're still full length shorts. Women can wear shorts without having to have them going up their ass and separating each cheek with 2/3 of each cheek hanging out the bottom. Don't give me that crap that women wear them that short because it's hot out, it's hot out and you want people checking you out.

Mostly to get attention and show off our bodies but honestly, now that super short shorts are not nearly as taboo as they once were, it's quite difficult to find a pair of shorts that don't have your asscheekes peeking out. So I guess it gained popularity as a means of showing off, and now it's become an issue of it being difficult to NOT find shorts that are styled in such a way.
Depends on the person
I don't have air conditioning at my place, so when I stay at home all day in the summer is when I'm wearing the least amount of clothes, like short shorts and a bra. If I go out, I put more on, just to avoid bullshit from men.
Some do and some don't. I wear short shorts because 1) it's bloody hot in Australia, 2) it looks good and so I like to wear it to make a bangin outfit

I don't like wearing shorts because even though I'm not tall I have long legs and long arms- so I've noticed that men stare at me more when I wear shorts which makes me uncomfortable. I wear capris more.

No Bc some people hate pants, like the feeling of the sun on their skin, want good tan lines (long shorts won’t do that), do it for fashion, find short shorts to be less constricting than like long baggy ones, etc. some might do it for Attention but I see nothing wrong w wanting to be seen so... idc and honestly others shouldn’t either people need to learn how to worry about themselves

I’d say half-and-half I seen a girl with shorts so short and it was so cold out I knew she was looking for attention but then you see girls with shorts and it’s hot out and I think to myself I should’ve wore shorts because sometimes I forget to wear shorts I tell you when it’s hot out as you guys now you want to wear shorts so haven’t have some girls like to show it offAnd some just don’t give a damn and wear them because that’s fucking hot
I for one honestly don't give two shits what attention I get cause if its hot I'm wearing as little as possible while still staying decent
Depends mostly on where you're from. In a country like ours, even wearing skinny jeans with a short top (not crop top) would mean you want attention because that's more revealing than what's normal here. But in Brazil where their booty shorts are shoter than our underwear and it's nothing weird, over there booty shorts are no big deal.

I think the decision to wear normal shorts over pants is usually based on the weather. However, the decision to wear short shorts is usually driven by a desire for attention.
As much as Id like to say that women do it for themselves, they don't. They do it because they want to show off their bodies and get male attention and show off to their friends with the amount of male attention they got
