They don't. The average penis size is average for a reason. However our ability to determine the size of something is based upon its relative size to something else, in this case the rest of him. So since the rest of him is bigger it makes it look like his penis is smaller.

Bigger stomachs do make dicks looks smaller. But sure, some chubby guys can have small dicks regardless. Some may not. But some will have an optical illusion. Best to do an ocular pat down.
