It's both (I know you're asking girls but I know from experience with women) sometimes you can be too big for some women, sometimes men can be too small for their woman. That being said being a little small for her is actually usually better than being too big as being too big can hurt her too much, and being to small can be made up for with the correct sex positions.

It's definitely both. Best case scenario it's big AND he knows how to use it. That said some of the best sex I've had was with smaller guys - they knew how to use their tongues and fingers instead of just relying on penetration alone.
