Scientifically there must be a balance between a woman's physicality and breast size. Sometimes naturally the growth of breast and the rest of the body goes imbalanced. That is why we have surgical options in order to reduce the size.

An imbalanced breast size can cause difficulties that can interfere with someone's life. Such as; Walking become difficult; Lower back pain; Fatigue and unwelcome pressure through out the body. For those who love gym and sports whether fun or career wise; it can makes it impossible and extremely a hassle to involve as well.

Additionally; in case you're asking about sexual preferences. That is also possible. Different men have different preferences so to some people breasts can be whether too small or too big. It's dependable with one's desires.

Girls with small breast some are happy and want bigger breast.
Girls with big breast some are Happy and some want smaller breast.

If they're disproportionate to her body, then yes, they are too big. It's more like they are too big for her than just too big in general. It's not common I think. I've seen girls with HUGE boobs, one of my friends in particular and they are borderline disproportionate, but they look good on her.
