Girls, is my brother a bad person? Does he deserve hell?

I worry about my step-brother, who is very close to me, from time to time. Lately, he has a very bad habit with pornography. I saw his browsing history over time. At one point, he was looking at photos of Victoria's Secret models in lingerie, which raised a small red flag because I knew it might get worse. Nowadays, I observe that he is creating fake profiles of Victoria's Secret and Playboy models to "experiment" with different communities (i. e. chess. com, gaming forums, even GAG for all I know). These profile pictures feature VS and PB models clad in tiny lingerie, some of which show women covering their bare breasts with their hands. Although he does this infrequently, I believe this has reached a breaking point. I fear that if I don't get any advice now, he will start experimenting with nude Playboy models, revealing breats, vaginas, and all!

The thing is, my step-brother tell me that he regrets it each and every time he does these "experiments" posing as near-naked women (I caused him to confess it to me) on various websites. He intends no harm to anyone who comes by his profile and he obviously intends these profiles to be fake, even though he acts like he is that model when on that website. He also masturbates to this type of thing, apparently. But he does not intend any evil in doing so, and the last thing he wants to do is end up in jail or prison for this. I'm worried to hell about him.

Long story short: 1) To what extent is what my brother does evil? 2) Can he go to hell for this? 3) Is there a way I can help him improve? 4) In what ways can he improve/redeem himself? (I feel like self-improvement is the best way for him to learn) 5) How can the two of us make sure that this does not happen again?

What? Thats not illegal 😂😂😂. Why would he go to prison? Masturbation and watching porn is also very normal. there's nothing wrong with that.
