Unless you ARE talking about a gay couple, I assume you meant "real short girl." Well, I assume it's all of the above. I'm a short guy though (180 cm). Not the shortest guy around, but still under six feet. So I rarely meet women much shorter than me. At the most, they are 20 cm/eight inches less and that's it.
