I have a very unique type that I would call "cute type". It's a bit hard to explain but people who know me well can pretty much predict every single time if a girl is my type or not because I'm super consistent and clear about it.
This "cute type" relates both to personality as well as looks.
I will skip the personality part here because your question was about looks.
So in the case of looks, the face is the most important component. There are many girls who've got a pretty face but few who've got a truly cute face. The phase should emanate this aura of sweetness and kindness (things I'm looking for in her personality). Like, when I look in her eyes, I want to see a girl who just naturally and genuinely is a through and through "good" person. There's people like that... men too, of course. Maybe you've also met a person like that in your life sometime. The kind of friend at school or work colleague that just looks like they couldn't hurt an ant. I also like feminine and kind of "child-like" features such as a round face, puffy cheeks, stub noses etc.
Apart from the face, I am very much into petite girls. That is, relatively short and skinny. I prefer small, tight butts over large ones.
Because of these preferences, I have a particular love for East Asian girls. They typically fulfill most of these criteria. I also love some of the typically Asian characteristics, such as the almond-shaped eyes, which in my opinion adds to the cuteness.
That said, there are also some white and some black girls I find attractive. Unfortunately, I can't really give you any US celebrity examples because there isn't any US celebrity that really fits this type. The closest would be Ellen Page back in her youth, when she looked like this:
She is almost exactly my age by the way. So back when I was a teenager/early 20s, I had a bit of crush on her.
From celebrities outside of the US, the one I've found so far that closest matches my taste is Mao Inoue, a Japanese actress:
In this picture she looks a bit like my wife (who is from South Korea though). I love how they both look very sweet, humble and innocent in my opinion.

They’re common in the Middle East and South Korea lol. Arabs/Persians and Koreans are sometimes given plastic surgery on their 18th birthday. It’s SO common over there. Even the ones living in the West, eg I know I’ll be getting somethings done. My mum gave me money for lip fillers when I turned 19 😂 (It’s not that they think we’re ugly so they want us to get things done, it’s just so normal in our cultures, like drinking water, and there’s no explanation for them, kind of like how men JUST like boobs.)

I wouldn't mind about body appearance too much but see it as bonus points. Whats more importantly for me though is their mindset. How great, funny, and cool she is (depending on the girl) is what would make me feel attracted. Especially if there are very common things we have with each other.

That stated blond hair is an instant turn off. I don't know why. It won't make or break anything and I would never ask a lady to changer her hair color for my benefit. I am just less attracted to blondes. Note this has nothing to do with the steriotypical blonde traits. I know they are garbage. Though I must admit if a girl were to possess the hair and those traits I would be instantly repelled.
