It's a more "comfortable" sensation, but in the sense that taking a bath is more comfortable than sitting on the sidewalk when it is raining. It's simply a warmer environment with less friction and more evenly applied skin contact. But it does not cause some kind of an immediate sexual response, or something. There IS some increase in sensation as you move closer to orgasm that feels similar to it but much milder. There can also be the occasional spike of sensitivity that can send a shiver down your spine, but that's more of a factor in blowjobs because tongue movements, suction and changes in pressure feel less samey than the sensation from penetration. And then there is ball sucking, that's a different sensation with an immediate response. I would say that it is by far the most intense sensation, but it is more of an "acquired taste". Don't think it does anything towards the orgasm, but it feels pretty odd and very shiver-inducing.
