Should the guy have covered himself so she would not see anything?

A while ago, i saw a man bring his daughter into the mens washroom at a concert while i was using the washroom. Before they went into the washroom, there was this guy at the urinal and there was no privacy partition so his penis was exposed. When the man and his young daughter went in, the the guy continued peeing with his penis exposed and the girl could have easily seen his penis if she looked.

I feel he should have covered himself but he didn't. Should he have covered himself or was it ok for him to continue without covering himself because it was the men's room and he was peeing before she went in?

You did not mention the age of his daughter. If she was 16, she should not have been in there. If she was three, she has probably seen her father and/or brothers peeing and it is no big deal. In any case, it is not up to a guy peeing in the men's room to be concerned about what a girl might see. I have been in men's rooms when adult women have walked in because of the line at the women's restroom, and I did continued peeing as usual. Who cares? And when I spent time in rural Japan, I used the restroom that was for both sexes, the only one there.

It's a natural bodily function. She probably understands that men have penises. She probably even understands that they are used for peeing. We don't hide them on animals, and most children mange to see their parents at some point. This is even more true if the girl has a younger brother.

The fact that you cover yourself, or hide that you pee and have sex, doesn't make those to disappear. It just hides them.

I wouldn't have covered either. The guy might not have even noticed the girl come in. The father should annoyed isnbringkng a young girl in. Then its up to the guys peeing if they want to cover themselves.
I was once at a pool went to the urinal to pee. And having wet trunksnon with no fly. I had to pull my trunks down to my shorts. The urinal was right next to the stall. No dividers with the door facing me side profile view. The toilet flushes and the door opens. And out walks what appears to be a 10-12 year old girl. She sees me standing there, basically naked and completely exposed while peeing. Then I assume her dad comes out behind her and sees what she is seeing. And ushers her to the sink and then leaves. Nothing I could do than to have my exposed penis seen by her while I was peeing.
Another time I was in the locker room drying off, naked and a dad brings in 2 young girls about 5-6. They all see me naked and he doesn't seem bothered. He then strips them naked. Which is when I look away as I'm not into seeing girls that age nude. But they both stare at my nudity the entire time until I'm dressed. I'm in the men's room, I'm allowed to be naked there. Not my fault dads had to being there daughters in while myself and others may be naked.
