I don't think it's enough to complain either but the next time you see him or he does it, turn around and hit him as hard as you can with an open hand but hit him with the butt of your palm. It's a lot like a punch but won't hurt your hand. Yell at him and embarrass the hell out of him. If he tries to retaliate, report him.
Yes, it is sexual harassment. It's your ass, a private area, and he doesn't have a right to have his hand there. It would probably suffice to just tell him not to do it again.
