Everything is discussable within couple in my opinion. You said you don’t have courage to tell your girlfriend but instead you still peeked up her skirt without her knowing, which I find no different you looked up other girls’
Put it on table and she would be willing to let you do it to her... cross your fingers.

For me, I don’t mind my boyfriend peek up my skirt. I actually had similar fetish.
As long as he didn’t gain too much public attention, I let him do by his creativity.

You come across as creepy if you don't ask, even if it's your girlfriend
They are there for you and should support you. If you think your relationship won't last after you tell her about your fetish then you need a new one.
